Joanne M. Narloch
Joanne is a labor representative and attorney with over twenty years of government human resources management and labor relations experience working for the state and several counties, cities, and special districts in California as a human resources manager, consultant, and legal advisor at the Public Employment Relations Board (PERB). Her experience includes grievance and discipline administration and all components of the collective bargaining process, including impasse and mediation. She also is an experienced trainer with a unique approach to teaching.
Her extensive labor relations experience on both sides of the bargaining table has earned her a reputation as a passionate, no-nonsense, strong advocate for those she represents. Her integrity and dedication to her work and clients has garnered the respect of those with whom she negotiates.
